Major Ryan Kelly, Ph.D.

Army Research Facilitation Laboratory

Major Ryan Kelly owned a small computer networking business in Selma, AL before he enlisted in the Army reserve immediately following the World Trade Center attacks in 2001. He served as a network systems analyst for the 87th Division headquarters and attained the rank of Staff Sergeant. He received a direct commission as Information Systems Management Officer in 2008. He joined the Active Guard Reserve in 2013 under the Information Assurance Scholarship program. Captain Kelly currently serves at the Research Facilitation Laboratory researching trustworthiness measures to better predict false positives inherent to statistical insider threat detection models.  His military awards include two Meritorious Service Medals, four Army Commendation Medals, and five Army Achievement Medals. 

 

His academic work includes a BBA in Computer Information Systems from the University of West Alabama (2004), an MBA in Management from Samford University (2008), a MS in Cyber Systems Operations (CSO) from the Naval Postgraduate School (NPS, 2014), and a Ph.D. in Information Science from NPS (2017). His CSO research was on vector relational data modeling of cyber threat response and his doctoral research investigated insider threat analysis under various temporal and information constraints. His academic awards include the Fleet Cyber Command Award, outstanding thesis, outstanding capstone, Order of Mercury, and Beta Gamma Sigma honor society.

 

His industry standard certifications include Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP), Cisco Certified Network Associate (CCNA), Microsoft Certified Systems Administrator (MCSA), and CompTIA Security+, Network+, Server+, and A+. He holds graduate certificates in Cyber Operations Infrastructure and Cyber War Gaming as well as several Government specific certification and accreditation credentials.
